The Greater Hazleton (PA) Joint Sewer Authority (GHJSA) enlisted the strategy and organization development expertise of Avant IMC in addressing upcoming major changes and critical challenges to the responsibilities and daily operations of the Authority.
Avant proposed a modified organizational structure including a new division to handle the collections systems' acquisition, and a new asset management plan. Avant is also helping GHJSA recruit and hire a new management position, and is providing a combination of management and technical engineering guidance requested by the organization's leadership.

In January 2011, Avant was asked to return to Idaho to perform a comprehensive follow-up study to determine the implementation status of the 2008 recommendations. The follow-up study was designed to: assess how the previous audit recommendations had been addressed by ITD decision makers and program implementers; identify factors affecting the implementation of audit findings and recommendations; examine any impact of the audit on ITD program development; and provide recommendations to enhance implementation.
